I am a new firt time home buyer. I contracted a company to build a barn. They did not call the city I moved to verify permits or ordinances. Began building, ordinance officer stopped them and we had to move what little they had already put up. They are trying to charge me extra money for permits fees and moving the equipment. I refuse to pay because I feel they should have contacted or known to contact the city before buidling. I did not know, nor was I told from the people I bought the property and house from. The contractor is now threatening to put a lien on my property if I do not pay. I am just unsure of what I am responsible for. I am told either the contractor or home builder should have known to contact the city.

First of all, what does their contract bind them to? If it's silent as to permits, they should have taken care of the permit process.
You need to pay them for the work they did. Pay them for the permit fees and extras, and be prepared to sue them for return of that money when the job is complete, or you're absolutely finished with the contractor or homebuilder; whomever you contracted for to build the barn.
