Legal Question in Credit and Debt Law in Texas

Money owed

My mother paid a guy to install/fix her home central air for only $500.00. He took the the unit but did not finish the job. This was two month ago and she has not been able to contact him again. My mom is tired of his lies that he is coming to finish the job. She told him to take the air con unit back and to retune her $500.00 back but with no avail. What can she do? Is their a legal action she should do or can do?
