order of non-suit

I received a letter in the mail from a justice of the peace and it states:

it is therefore ordered, adjudged, and decreed that the cause against the defendent is hereby dismissed without prejudice to the right of plaintiff to refile the same.

what does this mean?

and i am the defendant

The case is dismissed but the plaintiff can refile if within the statute of limitations..
