Legal Question in Credit and Debt Law in Texas

I have an old outstanding Government Sponsored school loan (GSL) with a principal balance of approx $2400. For the last year they have been garnishing my wages and have to date received almost $7000 in repayment. When I called them to try and get the garnishment stopped, they agreed to $100/month payments, but want me to pay an additional $9000. Is it legal for them to tack on that much penalties and interest? How do I get them to stop this?
