Third party debt collector calling my neighbors
My neighbor brought me a phone number the other day from a debt collector. She stated they called her and said her # was the only number they had on my account. I called the collector and asked them why they called my neighbor since their number has never been on my account and I have not received anything in writing from the collector. They said the could use any means they wanted to contact me. When I offered to begin paying $50.00 p/month the supervisor told me if I couldn't pay $300.00 p/month that I could keep my money and use it to pay for an attorney. What exactly what are my rights and have they violated any laws under the fair debt collection practices act?

The collector may have violated the Fair Debt Collection Practices Act, depending upon what they told your neighbor. It may be worthwhile contacting an attorney that handles debtor's rights.
You can write to the collector and state that all further contact is to be in writing only, and no telephone contact with you or others concerning your debt. That should be sent certified mail, return receipt requested, so there's no question that they received it.
If it's a legitimate debt they are collecting, your rights are very limited. They can require a particular payment, and are not obligated to accept less.
