Legal Question in Credit and Debt Law in Texas

I received a notice of nonsuit from a lawfirm representing a debt collector. This came after a) a lawsuit was filed for non payment and b) a garnishment of $26000 was levied against EACH of my bank accounts. The original debt was significantly less than $26k, but my banks told me it was an attempt to freeze my accounts. With the nonsuit being granted, are my accounts now available to me?

Yes, your bank accounts are not "available" to you. It will be interesting to find out what amount of money is left in them.
