Legal Question in Credit and Debt Law in Texas

I recently received a phone call from a collection agency concerning a pass debt on a credit card with a $1,500 limit. They told me including fees I now owe $25,000 but they were willing to settle for $11,000. Is this possible and and I required to pay that amount?

Don't, don't, don't talk to these people, even for one second. Hang up on them, 100% of the time. They do not have hearts or souls. And do NOT send them any money.

The debt is probably barred by the statute of limitations.
