Judgement in 1997, was given writ of execution to renew judgemnt today 7-19-2007 civil case bmt. tx. was it legal or had statute run on collection?

That depends of the actual date of the judgment, as the creditor has 10 years to renew the judgment. I believe that the consumer section of the Texas AG office has the formula for calculating the dates.
