Can I represent my wife in Justice of the peace court by using a durable power of attorney? She has some old credit card charges that were written off but purchased by collection agencies.

The problem with a power of attorney is that sometimes the people you deal with don't want to accept it, that is, they refuse to deal with you as if you were the principal.
Generally, unless you are a licensed attorney, you can't act as an attorney in a pending court case (an "attorney in fact" isn't really an attorney).
