Can a person charge a fee for another copy of a contract.

It all depends upon the circumstances. Sometimes there's a search fee if the contract is old and substantial manpower may be required to find it. There may be a per page copy cost if the contract is readily avaiable.

There's no charge if they owe you requested a copy as a matter of law.
