If I myself are responsible for a unsecured debt can a judgement be placed on a joint bank account with my wife?

A judgment is not "placed on" anything.
When a creditor obtains a judgment in court, he can abstract the judgment and record it in any county in Texas (he can even record it in other states, but it's a more elaborate procedure). If he knows where you bank (an individual account OR a joint account), he can garnish the account. At that point, it's up to your wife to come into court and state how much of the money in the account is hers.
