can we send the legal notice to the debtors who are located in texas from india itself & under what circumstances?

You can send the legal notice to the debtorthrough international poster services or through the services rendered by Indian postel services.
or you can also serve the notice through respective High Commissions/Embassy.
or in case the servise is not effited above means then he can served through publication in newspapers cireculated in the area where he is residing or where he last resided.

Yes you can send legal notice from India to the debtors based in Texas. The illustrative situations in which you can send the legal notice is when there is a debt payable to you and you are entitled to recover it . You must send this legal notice and in it demand the amount due to you and give the debtors clear notice that if the payment is not received by you within 15 days of receipt of the legal notice of demand , then you shall initiate recovery action in India or even any International Court / Arbitration Forum ( Indian or ICC Chamber - as your contract specifies ).

You can definitely send notice. The 'how' depends upon the notice.
If it's a demand letter, international registered mail is the proper method. If it's a court document, you may have to comply with the Hague Convention for service through letters rogatory from court to court.

For the recovery of debt, notice can be sent to any place it the world with proper acknowledgement due slip attached to confirm the receipt of the notice and thereafter take further action in the matter as per prevailing laws.
