Legal Question in Credit and Debt Law in Texas

Shafted by my last Landlord

I recently moved and my old Landlord is attempting to charge me a ludicous amount of money to replace the carpet in the apartment I just moved out of. He claims that there were stains in the padding under the carpet(not on the carpet, the carpet was fine, but UNDER). I asked to see these supposed stains and I was told they had pictures as they had already replaced the carpet. How can I be liable for stains under the carpet? When I first moved in I wasn't allowed to tear up the carpet and look under it, so how do I know the stains weren't already there? Well anyway he said that if I don't pay him he will submit my case to a collection agency and my credit will be ruined. I am currently awaiting background clearance for employment at a federal agency and I am worried that if I don't submit to his threats and pay him I will be denied employment due to my having bad credit caused by his submmitting my name to a collection agency.
