already signed contract for a car

car dealer called to say they had a better finance rate to come by and resign papers. only to find out the rate and monthly payment are higher. can they just cancel the previos contract that was signed?

No, unless the 'contract' is depending upon certain circumstances happening before the contract is binding. Read your copy very carefully.
