small claims; how to serve someone

I have filed a small claims suit with out local court system 2 weeks ago. I just found out that one of the parties no longer resides at the address that was provided to me and I cannot find this person. How do I go about having this person served without knowing were he has moved to.

You might engage the services of a skip-tracer and find where he now lives or works. You'll have to do some digging and come up empty before the court will allow citation by publication.
