is there a statue of limitations on how long a collection agency can bother you for past debts?

No. The statute of limitations applies to how long a creditor has to sue you after you stop paying on the debt (it's four years).
If the creditor calls you, hang up on him immediately. Or ask him his name and address; then mail him a letter demanding that he stop calling you.
