Is there a statute of limitations of the collection of a debt. Say $350 from over 20 years ago?

The statute of limitations on debts is four years. It runs from the time that the creditor knew or should have known that he wasn't going to be paid (usually, this means "30 days after the last payment was made").

It depends on the type of debt. If it is based on a contract, then its usually 4 years. However, there are many types of debt and not all are based on a contract. Your question cannot be answered without first having further knowledge of your situation.
