Legal Question in Credit and Debt Law in Texas

Unpaid debt

A car was purchased and reprocessed. It was reprocessed over six year ago. The bank attempted to collect the balance owed and recieve a judgement in Small Claim court but the case was dismissed in court because the bank's representative did show did not show up. I recieved a letter from the court stating that the case has been dismissed. My question is legally can the bank, collection agencies or anyone collect after so long and what does the word ''dismissed'' mean? Can I be taken back to court again by another debt collection agency on this same matter?
