Unresponsive collection agency

For the past 2 years I have been trying to clean up my credit by paying off old debts and re-establishing good credit. One collection I have is for rent from an apartment I used to live in. I personally do not feel I owe the apartments any money but since I have no documentation on this matter and its a small amount, I figured I would go ahead and pay it. I have attempted to contact the collection agency multiple times. I get to the receptionist and she transfers me to the person handling my case. I leave him a voicemail but he never returns my call. Isn't there some kind of obligation these collection agencies have to allow the debtor to pay their bills?

If it was a small amount of money, and not worth fighting over -- my advice would be to send a letter identifying what the payment was for, together with a money order in the amount of the balance, and send it certified mail, to the apartment complex manager (original creditor), forcing them to accept it. Then I would send a copy of the package to the major collections agencies, telling them that the report is disputed, and you want it wiped off for payment in full. The telephone is the wrong instrument in dealing with difficult collection agencies. Write to them, certified mail, return receipt requested. Ask them how much it will take to settle this disputed item, and to whom should it be sent. Tell them that their response is to be in writing, and not by telephone.
