Utility collections 10 years later?!?

I was recently informed that I owe a back electricty bill from 1993; when I stated I did not beleived I owed that I was told that someone would get back to me. SIX MONTHS later someone called from thier office & said they have copies of the bills & I need to pay it. BUT, my problem is its been over 10 years, the apt. unit had the elec. switched over which means they could have not done when I moved out but could have mistakenly waited, or I paid the bill but they don't show it, but they did not contact me giving me a reasonable chance to go through my records to prove this b/c they waited 10 years to tell me. I have been informed I can go to a hearing but since I don't have records it is not likely I will prevail. Can the utility company actually do this? I feel side swiped that they can wait ten years to tell me, if I had known I would have kept my records.

The statute of limitations for filing suit on a debt in Texas is four years. So, they cannot make you pay it.
