verbal threatening

Is it legal for a customer rep. at a doctor office to threaten the customer/patient in verbal that if the customer/patient don't pay their bill now, we, the doctor office, will send it to the collection agency. Though the customer/patient was not aware that he/she has a balance that need to due nor receive any billing statement regarding the billing. The customer/patient was shocked when the customer rep. at the doctor office told him/her that they will send the bill to the collection agency. Is it a legal way to talk to the customer? Please advice.

It's legal. Stupid and ill-mannered, but legal.
