Legal Question in Credit and Debt Law in Texas

wage garnishment

My son was recently contacted by a co, called ''TG - Texas Gauranteed'' that they would be garnishing 15% of his wages, due to student loan. He withdrew from one trade school after just 3 mos. and enrolled in another. The first school, told him everything would be fine. He didn't owe them. Now he is finding out he owes $4000. for a school he didn't even attend. Can this legally happen?
