How can 2 bonds in 2 different counties be resolved if the person has arrested?

What are you asking? If he has cases in 2 counties, then hire a bondsman in the county in which he is arrested to bond him there. That bondsman may or may not be licensed in the other county. If not, then you will have to hire a bondsman in the other county to make the bond while he is in the first county (or they can release him - if they will - to the second county if he bonds on the first case).
