my 15 year old daughter had an argument with her boyfriend. She threw his phone and broke it. Do I have to pay for the phone?

Civilly you are responsible for her acts until she turns 18 so yes.
She could also be charged with criminal mischief, and you would have to pay for her lawyer and for restitution in that situation, too.
