if i am a 20 year old female and im with a 15 year old female can i be arrested if someone called the cops on me even if i have her parents consent?

What do you mean when you say you're "with" the 15-year-old female?
If you're talking about sexual activity, a child's parents can't consent for her to be the victim of a felony, any more than they could consent for her to become a prostitute, or consent for her to have sex with a 20-year-old man.
You'll want to look at section 21.11 of the Texas Penal Code. If you have sex with a minor, it's a crime.
