If a 29 year old woman has sex with a 15 year old boy and 34 years later puts it in a book and it's published, can she be arrested for it?

Depends upon the charge. There is no statute of limitations for sexual assault, if there was an investigation and biological material was collected during the investigation, subjected to DNA testing which did not show a match.
Otherwise, the longest applicable statute of limitations is 10 years from the 18th birthday from the victim. From your facts this would have ended 21 years before the book was published.
