Legal Question in Criminal Law in Texas

I can't afford to pay for a lawyer. The judge said I will pay $750 for a court appointed attorney; who is not even certified in Criminal Law. I am being charged with stealing a pop-up trailer, that I did not steal. The trailer has already been found and returned to the owner. I am told that I can't even get a copy of the police reports or any other information without a lawyer. I am being railroaded by the county legal system and they are going to send an innocent man to jail. My guess is that it makes their convection stats look better. Is there anything that I can do? Is this business as usual in Texas?

(1) You can be required to pay for fees for a lawyer depending on the outcome. (2) One need not be certified to practice any kind of law, and if you do not like the lawyer, you can hire one of your own choosing. (3) You cannot get a copy of the report - it is a pending case. (4) No one cares about conviction stats - there is no "bonus" for them. (5) If you are not guilty, set the case for trial. The fact that the trailer has been returned does not mean it was was not stolen. (People who attempt to shoplift are stopped at the door & never get out with the goods but get prosecuted just the same.)
