If you are the complainant in a case, the prosecution should contact you before they make an offer to the accused. If you are not the complainant in the case but feel you have information that should be considered when they make an offer to the accused, you should contact the district attorney's office in the county and determine which prosecutor is handling the case and speak with them. (If you are the complainant, you can do the same thing to be proactive in talking with the prosecutor about your case.)
