Don't know what Fast Pass means but Dismissal for Want of Prosecution means that the case was not being timely pursued so the court, on its own motion, dismissed the case. This is not a criminal law term but a civil or family law term. A criminal court has no jurisdiction to dismiss a case without a motion from the state (although the court can effectively dismiss a case by granting a motion to suppress evidence - but this is a completely different issue.)
