How to appeal

My wifes uncle is serving time in a texas prison for manslaughter, i believe. Well, he has serve 10 years now and has maintained great conduct. Recently, they were deciding on weather to transfer him to a mexican prison to serve a few more years or to just release him but deport him of course. I'm not sure if he petitioned to be deported but the matter is they denied the request and is scheduled to serve even more time. The only family he has resides in california, arizona and florida and because of the economic situation of everyone they are unable to visit him as much as they would love too. Maybe 3 to 4 times a year.

My question is what might of been the reasons for not releasing him to mexico since he has maintained good conduct? Also, could his wife and sister appeal somehow? If more info is needed i'll be glad to forward that to you.

He has been denied transfer to Mexico because they have indicated to Texas that they don't want him. In answer to your second question about the appeal, what would you appeal? He is going to have to serve his time -- all of it and he's dead in the water.
