Legal Question in Criminal Law in Texas
I am applying for a General Lines insurance license in Texas. In 2013, I was arrested and charged with a Class A Misdomeaner. I filed an order of non-disclosure with Tarrant County and it was accepted. My charge is now sealed. On the application for the insurance license, it asks questions regarding any criminal history. I know I am allowed to deny any criminal history on everyday applications, but since this is a state application, do I have to disclose my charge?

If you have an order of non disclosure, I assume that you received deferred adjudication for this offense. If so you were not convicted. If you have no other criminal convictions that were not dismissed, you can truthfully state that you have no criminal convictions.
However, the state licensing board has access to criminal records that are "sealed" by an order of non disclosure.
