arrest upon ID application
If I have a felony warrant for probation violation but have been told the state it is in will not extridite will I get arrested when I apply for a state ID card

Probably.
If not at the DPS office, probably a few days later. If there was no interest in prosecuting you on the charge, the prosecutor would withdraw the warrant, and dismiss the charge.
Get a lawyer in the original jurisdiction to negotiate this case away.
