can you be arrested at the airport for flying with unpaid traffic tickets that result in a warrant being issued by the municipal courts if you are already going to be subject to TSA screening due to lack of gov't issued ID?

You can always be arrested when you have a warrant out. If the warrant is for a traffic case in the city in which you are traveling, there is a greater chance of being arrested. You will not be arrested in city X for a traffic warrant in city Y.
