when a officer arresting me does he have to read me my rights when he puts the cuffs on me

Miranda warnings are required only if you are a suspect in a criminal investigation and law enforcement officers are going to question you.
Unless you are being questioned in this context, Miranda warnings are not required.
There is no requirement that you be Mirandized as you are being cuffed, as the requirement concerns interrogation, not arrest procedures.
