Can I be arrested for theft of a tv if I am a member in the household and have an apartment key?

Just because you are a member of the household with a key does not mean that the t.v. belongs to you. Yes, you can steal from a family member by using your key. (Frankly, you could be charged with burglary of a habitation because you entered for a purpose other than what that person gave you the for - and that was to steal.)
