Legal Question in Criminal Law in Texas
i was arrested 3 years ago for theft by check and sat my time out. Now the county has issued a warrant for my arrest, and whenm i called to see why the lasy said regardless if i went to jail or not i still have to pay the merchant. If i sat my time in jail what legal ground does the county have for arresting me again and what could they charge me with?

If the judgment required restitution to the merchant, then you should have had to pay that. If there was no restitution ordered, then double jeopardy would bar the State from prosecuting you again for the same offense. If the merchant wants their money from you, they should sue you for it.
