Can charges be dropped or dismissed by the persons who filed the charges on or before the court appearance?

Depends on the county. However, a lot of counties allow a person to file an affidavit of non-prosecution. Some counties will then drop the charge based on the affidavit. However, only the State can drop or dismiss a charge.
