If an assault occured and the police were notified, but the victim chose not to press charges; could he ever, at a later date, change his mind and decide to press charges on the other person?

Possibly, depending upon the time lapse and the severity of the charges. The time lapse, and mind change, however, affects the ability to prosecute the case successfully, and even if the cops refile, the ADA could decline to prosecute.
