9 year old was hit in the eye by teens throwing broken roof shingles from an apartment complex while the child was playing in his backyard. is the apartment complex liable and what is the extent of their loability?

Most liability attorneys will review your case facts for no charge. You should contact one with all of your facts for their expertise in this area (which is premises liability, not criminal law). The crimnal assault would be handled separately.
