Legal Question in Criminal Law in Texas
how do I go about attempting to expunge a misdemeanor conviction from 1998 in the state of Texas, in Bell county, process, forms, etc.?

You cannot expunge a conviction in Texas. You can only expunge an arrest.
You can expunge an arrest if the case is not pursued by the prosecutor, or it is dismissed after it is filed, or you are found not guilty.
You can file a "petition for nondisclosure" if you received deferred adjudication and completed it; and the case against you is dismissed after you have completed probation.
I think it is a 5 year wait from the date the probation is completed.
I believe that it would be difficult to do either procedure on your own.
