Legal Question in Criminal Law in Texas
Need an attorney
If a state or county tries to issue a case against you (even though you were never arrested) how can you obtain an attorney if you don't have the money to pay for one?
Also, if you receive court papers by certified mail - does that mean you were served?

It depends upon what you mean by 'issue a case'. Sometimes a person is not arrested until after a Grand Jury has issued an indictment. If you cannot afford an attorney, do not discuss anything about the case with anyone. After you have been taken to the magistrate for arraignment you will be allowed to apply for a court-appointed lawyer.
