Can an attorney in Texas represent an inmate in Mississippi in an appeal of the conviction?

If the attorney is licensed in Mississippi he can sign the appeal. Otherwise, the attorney would need a Mississippi lawyer to serve as local counsel and sign off on the pleadings. OR, the lawyer could help with the appeal but the inmate would have to file the pleadings pro se (himself.)
