bail price
I need to know if it is legal for bail to be set at $60,000. on a class b misdemenor for someone with no prior convictions.

Yes, it is legal to have a bond set at $60,000 for a class b misdemeanor.
Its not normal for them to be this high but judges have discretion in setting bail.
This individual needs an attorney to ask for a bond reduction because bail should not be set so high that it operates as a vehicle of oppression.
