Legal Question in Criminal Law in Texas
brother & sister reside w/ mother. brother took sister's keys and car without permission while she was sleeping. He has no drivers license and is uninsured. He crashed the car. why cant police arrest him for steeling car?

It is more of an Unauthorized Use case. The property was returned and there was no intent of Theft. Only to use the vehicle for a short while.
