can you be prosecuted for canceling a check

I suppose it is possible. However you can definitely be sued. For example, if he presents the check to a check cashing service, the check cashing service can sue you for the money they have paid on the check. Since they would be a holder in due course, you are almost certain to lose and would have to pay court costs and attorney fees.
