changing a no contest plea
after pleading no contest to a charge in 1996 can the plea now be changed and the case opened back up? if so if a trial occurs and charges are dismissed will my record show the original charges dissmissed?

No. The case is 12 years old, and unless it has been on appeal, it is stale, and cannot be reopened. (Unless there are blatant constitutional issues involved). You might be able to get an Order of Non-Disclosure. Talk to a lawyer.
