Legal Question in Criminal Law in Texas
How can you be charged with crimally negligent homicide and not even be arrested after killing someone in an auto accident?

Depends on many factors including the need for tests, witness statements, etc. It could be that an investigation needed to be done before a warrant could be obtained.
