Legal Question in Criminal Law in Texas
I am being charged w/ illegal dumping. I was never ticketed & there is no proof given that I comitted the crime. I pleaded not guilty in JP court. I am set for a pre-trial hearing w/ the assistant of the DA. How can I be charged w/out proof?

You can be charged without proof. However the law requires evidence beyond a reasonable doubt in order for you to be convicted.
