If you choose not to get an Assault and injury to a child record expunged, how long will it remain "public?"

Forever. If there was a conviction it cannot be expunged. If there was deferred adjudication and no final conviction, then it can be non-disclosed but not expunged.
There is no time after which the record is removed under current law.
An expungement destroys the records. A non-disclosure just means that they cannot show them to most private parties, but they are still available to law enforcement, governmental agencies and some private entities with special access (banks, for example).
