Legal Question in Criminal Law in Texas

My grandson is bipolar and uneducated re: laws was arrested for burglary of habitat ran away from the police car with hand cuffs on w/hands behind his back as they stood in a drive way with their hands in their pockets looking like the dumb cops on dukes of hazzard. What is the difference between escaping during custody & or escaping during arrest as someone else got charged with misdemeanor for escaping during custody & my grandson was charged with a felony for escaping during arrest?
